Charles Owens began his saxophone studies at the University of San Diego. After completing military service he attended the Berklee College of Music, where he studied alto saxophone with Joe Viola.

In 1967–68 he was a member of Buddy Rich's band, for which he arranged "Ode to Billy Joe" for the Rich's album Mercy, Mercy. He subsequently played with Mongo Santamaria's group for two years.

Owens later worked with Horace Tapscott, with whom he toured Europe in 1987, and held the baritone saxophone chair in Mercer Ellington's orchestra. He is the leader of the Jazz Winds, a group made up of four wind players and is currently performing with the Clayton-Hamilton Orchestra.
